Imphal, September 12, 2012

State intelligence unit seem to have been turning as a name sake department as rebels’ hands seem to have no bound in reaching at any place they wanted to strike. After three blasts at different places of the state causing severe casualty to security forces as well as a civilian, a bomb was today found placed inside the complex of secretariat South Block.

at 4.20 pm Old Secretariat gate

The bomb which was wrapped using plastic polythene was found by the security personnel at around 4 pm today evening near the garage of the Secretariat South Block office Conference room, which is located adjacent to the road. Soon after the bomb was found IG LO Kailun and SP Jayenta rush the spot along with Manipur Police bomb Squad. The location is only some meters away towards the north from the CID check post for entry of visitors to the Secretariat office.
Reports said police defused the bomb at the earliest possible time and took it away from the site without creating any sort of panic to the office staffs as well as the common people. It may be noted that the Home Minister Gaikhangam, Law Minister Devendro along top bureaucrats of the state including Chief Secretary, Home Secretary, and others important staffs of the government of Manipur have been occupying office room in the complex. Reporters who went at the spot were clueless of how the bomb was able to reach in such a high security zone which was kept surrounded by security force round the clock.
The Imphal west police head quarters, the CID office and the 1st Manipur Rifles Battalion are just a few yards from the site of the secretariat office at which the bomb was found today. I tried to contact DGP Y Joykumar to take stock of the situation however; he said details are being collecting from the spot by the concern police officials under the strict supervision of IG LO Kailun. At the time of filing this story too IG Kailun could not be get in touch as he seem to be occupied with the investigation work.
Security beef after bomb found

Mentioned may be made that the first strike of the rebel occurred in the morning of 5th September, after a well plant bomb probably fitted in a scooter blasted at Keishampat Junction. 3 Assam Rifles Personnel were hurt in the blast. Rebel group UNLF claimed responsibilities for the blast. After three days, another bomb fitted at the road maiden at Tiddim Road blasted injuring a personal of the 18th Sikh Regiment. Another civilian was also reported to have sustained minor injury by the impact of the blast. On the following another powerful bomb was blasted at Kumbi area killing at least a security force of the 33 Assam Riffles and injuring 10 other personnel. For both the blasts, rebel group PLA claimed responsibilities. It was only three days after the blast that another bomb was found inside the office complex of Secretariat South Block. Our reporter who went on the spot could not take a visual sot of the bomb picked up by the police bomb squad. However, the police authorities said it was hand grenade.
